Background of the Study:

Environmental protection has become a global priority, and international legal mechanisms such as the Basel Convention play a vital role in regulating the transboundary movement of hazardous wastes. In Abuja, the Basel Convention serves as a framework to ensure that waste management practices adhere to environmental and public health standards (Okeke, 2023). This study examines the effectiveness of the Basel Convention in safeguarding the environment by preventing the illegal dumping and uncontrolled transport of hazardous materials. It explores the implementation of the Convention’s provisions in national legislation and assesses the cooperation between governments, international agencies, and industry stakeholders. The study highlights the importance of monitoring, reporting, and compliance mechanisms that are crucial for the Convention’s success. Challenges such as limited enforcement capacity, financial constraints, and discrepancies in national policies are discussed in detail (Balogun, 2024). By integrating legal analysis with field research, the study aims to provide a comprehensive evaluation of how international legal instruments contribute to environmental protection in Abuja, offering recommendations for strengthening regulatory frameworks and improving environmental governance.

Statement of the problem:

Despite the existence of the Basel Convention, environmental protection in Abuja faces significant challenges due to inadequate implementation, enforcement gaps, and resource limitations (Afolabi, 2023). Inconsistencies between international standards and domestic practices have led to environmental degradation and public health risks. This study seeks to address these issues by evaluating the effectiveness of the Basel Convention in Abuja and identifying areas where legal mechanisms fail to ensure environmental sustainability.

Objectives of the Study:

To evaluate the implementation of the Basel Convention in Abuja.

To identify challenges in enforcing international environmental legal mechanisms.

To propose recommendations for improving environmental protection through strengthened legal frameworks.

Research questions:

How effective is the Basel Convention in promoting environmental protection in Abuja?

What are the key challenges in implementing its provisions?

How can international legal mechanisms be improved to better protect the environment?

Significance of the Study:

This study is significant as it critically evaluates the role of international legal mechanisms in environmental protection. The findings will inform policymakers and environmental regulators on ways to enhance the effectiveness of the Basel Convention, contributing to improved environmental governance and sustainable development in Abuja (Williams, 2024).
